BRICS: Building for Resilience, Innovation, Cooperation and Sustainability
The theme of India's BRICS Chairship 2026 encapsulates a forward-looking vision for multilateral cooperation. Each letter reflects a strategic commitment — to build systems and partnerships that are resilient to shocks, innovative in their approach, cooperative in their execution, and sustainable in their outcomes.
India's chairship aims to translate the BRICS partnership into concrete action that benefits citizens across all member and partner nations. From digital public infrastructure to climate adaptation, from reformed governance to inclusive education, the theme serves as a guiding framework for over 200 planned meetings and deliverables.
Priority 1
Resilience
Strengthening economic, social, institutional, and climate resilience through cooperation, shared learning, and mutual support across BRICS nations.
Strengthening resilience is at the heart of India's BRICS vision. This priority encompasses economic resilience through diversified supply chains and financial safety nets, institutional resilience through reformed multilateral governance, and climate resilience through adaptation finance and disaster preparedness.
BRICS nations will develop a shared Resilience Framework covering food security, energy security, health system preparedness, and infrastructure for climate adaptation. Special focus is placed on supporting vulnerable communities and least-developed partner nations.
Key deliverables include a BRICS Resilience Fund proposal, a joint early-warning system for economic shocks, and a knowledge-sharing platform for disaster risk reduction across member nations.
Priority 2
Innovation
Promoting digital public infrastructure, emerging technologies, artificial intelligence, fintech, and knowledge sharing for inclusive and equitable growth.
Innovation drives inclusive growth and economic transformation. Under India's Chairship, BRICS will accelerate cooperation in digital public infrastructure, artificial intelligence governance, fintech, space technology, and emerging fields such as quantum computing and green hydrogen.
India's own Digital Public Infrastructure — including Aadhaar, UPI, DigiLocker, and the India Stack — serves as a proven model for inclusive digital transformation that other BRICS nations can adapt. A BRICS DPI Knowledge Exchange will be established to facilitate technology transfer.
The Innovation priority also addresses responsible AI frameworks, startup ecosystem development, intellectual property collaboration, and ensuring that technological progress narrows rather than widens the digital divide across member nations.
Priority 3
Cooperation
Deepening multilateral engagement through policy coordination, institutional dialogue, and people-to-people partnerships across all BRICS nations.
Deeper multilateral cooperation is essential to addressing shared global challenges. This priority focuses on strengthening institutional dialogue mechanisms, policy coordination across working groups, parliamentary exchanges, and people-to-people partnerships.
India's Chairship will expand the BRICS+ outreach format, engaging partner nations and regional organisations in structured cooperation. New working groups on emerging challenges — including AI governance, maritime cooperation, and cultural heritage — will be proposed.
Key initiatives include the BRICS Young Leaders Programme, academic fellowship schemes, joint research centers, and expanded cultural exchanges that build lasting connections between citizens of all BRICS nations.
Priority 4
Sustainability
Advancing climate action, clean energy transition, responsible development, and sustainable economic progress for current and future generations.
Sustainability and climate action are defining challenges of our time. India's Chairship will advance BRICS cooperation on clean energy transition, climate finance mobilisation, biodiversity conservation, circular economy principles, and responsible resource management.
BRICS nations collectively represent a significant portion of global emissions but also hold tremendous potential for green technology leadership. The priority emphasises equity — ensuring that climate action supports development rather than constraining it.
Planned deliverables include a BRICS Green Investment Facility, joint solar and wind energy research programmes, a shared framework for sustainable urban development, and coordinated positions for COP negotiations.
Priority 5
Inclusive Growth
Supporting equitable development, skills, education, health, and broad-based economic participation across all communities and nations.
Inclusive growth ensures that the benefits of cooperation reach all communities and demographics. This priority focuses on education access, health equity, skills development, women's economic participation, and social protection systems.
India's experience with large-scale programmes like Skill India, Ayushman Bharat (universal health coverage), and the National Education Policy provides frameworks that can be adapted across BRICS nations. Joint programmes in traditional medicine, sports development, and vocational training are planned.
The priority also addresses youth empowerment, with dedicated forums for young entrepreneurs, researchers, and civic leaders to shape BRICS policy agendas. A BRICS Skills Passport initiative will facilitate recognition of qualifications across member nations.
